Mobile courts have been used in parts of northern Nigeria with mixed results. Their effectiveness depends on the quality of legal representation available to defendants and the rigour with which due process is followed under field conditions. Governor Radda acknowledged these concerns by stressing that the task force will conduct ‘intelligence-led operations’ rather than mass sweeps.

Katsina State has experienced a severe deterioration in security over the past several years — combining armed banditry, kidnapping, communal clashes, and organised street criminal networks. Governor Radda was direct: ‘Anyone found engaging in thuggery or related offences will face the full weight of the law.
